Since these users will not, presumably, ever be creating their own rules, why not create a standard RULES.IMA that gets copied into everyone's mailbox, with every header matched "forwarded" to (that is, left in) MAIN? Also create an empty SPAM.MBX in everyone's userdir. Then, all they need to do is edit the existing fixed rules and choose either MAIN or SPAMBOX for each one.
