Pat, I just posted a new version of my WebPageChecker. It does a lot. Take a look at it. It will monitor your services as well.
Personally, I've never had a problem with iMAIL SMTP going down. Maybe I have but never knew it. I do know, though, that the restart on the services works rather well. I've seen it work for our CF server and IIS.
