_*IF*_ you use Declude Junkmail Pro, you can create a per domain config
that bounces all mail for that domain using CATHALLMAILS and the BOUNCE
action. That is what I do, and it has some friendly little "domain is
temporarily unavailable" message.

Subject: [IMail Forum] disable domain

What is the best way to temporarily disable a virtual domain? I do not
want to delete all the users or email I just want it to cease to
function until the bill is paid. It would be nice if you could do this
on a domain level as you can a user level.
