Actually, I believe the ISP that hosts your IP space needs to have the RDNS.
You can only host RDNS for IP space you control. The provider that hosts your DNS may not always be the provider that hosts your IP space. Also, has anyone else noticed that AOL has begun accepting email, deciding to reject it as spam and then not sending an NDR? Very annoying...
