I still cannot fathom where the continued assumption of the technical
savvy of providers' IT personnel comes from, any more than I can
fathom the same assumption vis-a-vis corporations' IT personnel. With
myriad real-world experiences to the contrary, it's simply amazing.
For this reason and others, expecting wholesale blocking of subscriber
networks to have a remedial effect within a critical timeframe is
equivalent to enforcing blocks on badly-configured corporations that
only emit legitimate mail. It's a gamble deeply dependent on the true
competence of both sides' technical staff, both sides' business
relationship, and the quality of the liaison among all four
groups--none of which can be covered in a general prescription.
En masse, subscriber blocks have a positive effect on remote senders'
integrity, but this may well be over a longer run than local business
needs will allow.
