We're running Symantec here...which I'm beginning to dislike. With
Declude Virus, do you have the ability to actually block attachments?

Yes, but:

 Maybe
I should re-phrase it...can you extract? With our previous email
installation (MSEx & Mcafee) we could replace attachments with a text file,
so the email would still go through - but instead of whatever.e xe or
whatever.c om being attached it would have a text file saying that it has
been removed.

Declude Virus does not do this. However, it does let you send a customized notice to the sender (and recipient, if you like) letting them know your policy regarding attachments.

Also, if we went the way of DV, what VS engines still remain as command line
useable?

All except Symantec. :) Symantec has theirs rigged so that if you run it from an automated program (such as Declude Virus, or even a simple batch file), it will report that all files are virus-free, whether or not they contain a virus.
