I selected the options to have a header and trailer inserted into each message, and the header.txt and trailer.txt files exist in the correct lists directory, but they don't show up in the email body.
Most likely, they are HTML E-mails. Most mail clients won't display headers/footers added outside of MIME in E-mails that use HTML (or are otherwise MIME encoded).
