I had a similar setup a while back when I was first testing the spam filters, and I thought that an account with administrative priviliges would be able to forward messages that were caught without them being trapped again (administrative account could bypass those filters). I could be wrong, but I thought I read that somewhere in the KB or perhaps the Imail manual (but I don't exactly remember where off hand).
