We have been seeing a very disturbing occurrence of IMail's QUE freezing. The mail server does not appear to be receiving mail and at the same time it is not bouncing mail either.

The mail appears to be "vaporizing".

If it is not receiving E-mail, the E-mail isn't "vaporizing" -- it's either being held by the remote mailserver, or bouncing.

So it sounds like it is receiving the E-mail, and then not delivering it.

First, you should see if you can find where the E-mail is (in the spool directory? quarantined somewhere?). Then, check all appropriate log files to see whether the E-mail was received and/or delivered, and what happened to it.
