On MXs that only relay internally to your mailbox servers, it's common
to have a quick retry timer in order to quickly recover from momentary
downtime on mailbox servers. We use 5 minute first-try timers in a lot
of installs.
However, if the server is servicing remote mail as well, a short timer
is not usually useful, as you note, and can create unnecessary load.
