Just curious, have you tried going to http://{server ip address}:8383 ?????
If that works, it could point to a possible DNS issue. If it fails, I would add a rule allowing ICMP in and out to this server, and then try and ping it from the outside. If that still fails, I would say either the rules are not set up correctly, or there is an issue with ISA. I personally think you shouldn't use ISA as a firewall. You should use a true firewall product. We use a Cisco PIX firewall and never had an issue with it. But it all comes down to what management is willing to spend at the end of the day. But it's more than worth it for a really good firewall I reckon!
