Can someone tell me what I am missing?

You're missing the fact that filters are very, very difficult to set up in a way that they capture everything you want them to without capturing E-mail that you do not want them to capture. In this case, you told it to block everything with "na_me=" followed by ".co_m". That will capture many HTML E-mails, as most real HTML E-mails have those strings in them.

Your options are to carefully create a filter and accept its limitations, or use software designed to block attachments (most mailserver AV programs, such as Declude Virus, have the ability to do this).
