I know a 30-60 second delay is not that bad
Total time for 14 RBL queries in series should average 14 seconds, max.
I'd even go so far to say about 5-10 seconds max (regardless of how many DNSBLs there are).
Your 30 - 60 delay means something is seriously broken somewhere.
It's due to the poor way that IMail v8's anti-spam handles DNSBLs. It does so in parallel, and I believe they have a poorly designed timeout strategy (I wouldn't be surprised if it is a 30 second timeout, and they only allow 2 tests to time out).
