One thing to try is at the console on the mail server, open a command prompt an type "telnet localhost 25" without the quotes and see if the delay is the same on the local server as well. You can do the same for POP3 as well just change the 25 to 110. If the delay is similar on the server itself try restarting the services and then try the above again. If the problem still exists you may want to try restarting the entire server.
