That depends on what you want the receiving mail server to do with messages 
that aren't from allowed sources.

~all or 'softfail' can be loosely translated to: "I think this message might 
have a forged from addy, but I can't be 100% positive.
Please let it in, just in case...but be careful."

-all or 'fail' can be loosely translated to: "I know for a FACT this message 
has a forged from addy.  I wouldn't deliver it if I
were you."  The draft for SPF recommends deleting messages that return this 
result.

Now, of course...the receiving mail admin could do whatever they want with the 
message, but the 'all' statement gives them a
recommendation.

PS - ?all or 'neutral' means: "I can't say one way or the other whether this is 
forged.  I really have no idea.  Do what you want
with the message."

Last September, I generated a SPF file at pobox.com which specified to use 
"-all"

This Tuesday, I went back to pobox and generated the file again (several 
times to test it) and this time it specified to use "~all".

I'm now a little confused.  In your opinion, what should it be?  I am 
currently testing with "-all" and things seem to be working properly.

The file is set up on our external dns server.  Should one also be set up 
for the internal dns server that runs behind the firewall?
