You can't do it directly with IMail, it's processing is pretty simplistic. But you CAN organize your lists in a non-overlapping way.
 
All Users will have everyone who is a user who IS NOT on a manager list, and All Users will contain managers.
 
You may not be able to partition your users like this, but if you really think about it, you can. You may wind up with some lists of only one name, but so what?
 
The samples you describe look like a trivial partitioning, but if you have some others that aren't, you might wind up with:

 Joe
 William
 All ManagersOver50k
 All ManagersUnderpaid
 All SalesrepsOver50k
 All SalesrepsUnderachivers
 
Managers
 All ManagersOver50k
 All ManagersUnderpaid
 
Salesreps

We have around 20 dist lists that are used only for mass distribution and not for discussions.  They all contain local addresses such as all users, all branch managers, all sales reps, etc.  There are a few of them that can contain another list inside mainly for admin issues and in some cases, there are a few users that end up in more than one list.

 

How can I avoid duplicate deliveries of the same message to those users that end up being in those "lists inside lists"?  Some one here said is not possible at all.  Can other servers do it? Exchange?
