No, the spam problem comes from accepting messages from people you don't already know. This is of course a necessary feature of mail which is what makes spam so hard. (Actually not just that - it also comes from accepting messages from people you sort-of know but who don't care about wasting your time, such as corporate marketing departments.) Your federated authentication idea is pretty neat, and could be the basis of a better way of classifying mail from people you know or sort-of know.
