Suppose I have:
* NAMESPACE (("" "/")) NIL (("shared/" "/"))
If client does LIST "" %, is the "shared" allowed to be included in the
list reply? What if their hierarchy separators are different? Listing
them would help those clients that don't understand namespaces.
