If current versions of Exchange still do that behavior, it is broken.

IMAP was changed to include the boundary as well as to permit fetching a
multipart root part.  This was to accomodate S/MIME, and in particular
those situations in which the client has to tear apart the multipart
instead of letting IMAP do it.
