Bingo! Changing the authentication to Application/IMP finally got
it to work. I only used IMAP because that's what the INSTALL file
suggested.
hordeauth is set to false, but that seems to have no ill effects.

It should be set to true unless you want your users to have to
authenticate to both Horde and again to IMP.
Though NOT if you use application/IMP for authentication. Enabling
hordeauth only makes sense when NOT authenticating to Horde through
IMP.
Did this change recently? The documentation in backends.php states
(emphasis mine):
"- false: Don't use Horde authentication; ALWAYS require separate login."
It doesn't have any effect if you authenticate via IMP anyway. But it
did have side-effects in the past.
