Alvin Answering your quesitons:
The occ will be released with ampath/mvp/jembi dictionaries in it already so that the occ is "seeded". Those will be mapped together as best possible. Other dictionaries will be able to upload and download concepts from the occ directly from their installation of openmrs. Mapping between concepts happens both at the occ server level and at an individual openmrs concept dictionary level. Some preliminary work has been done on the occ to get it to accept archetypes. However, if a random "concept" house wants to send data to the occ it would have to masquerade as an openmrs installation: have an Implementation Id and send xml data in the concept dictionary format.
