You assume that the actual average speed limit and the legal maximum
speed limit are equal (or close) which is not true in many places.
Perhaps a good starting point would be to compare the values with
already existing data in OSM.
This is posted speed limit data, which is what we'd be mapping anyways.
We shouldn't be able to compare it to existing data in OSM because this
is data collected by fleet managers where OSM didn't have data.
