Pat, Not sure if this will help, but I've had good luck with IVEware, free beta version at: http://www.isr.umich.edu/src/smp/ive/. Similar to SPlus, it provides a very flexible method for MI, and there has been some work done on imputing data from complex samples (i.e., including clusters and strata as dummy variables) - see refs below. If you're a SAS user, it may be worth a try.
