This is because using UTF8 we don't need Hindi fonts on a device to see Hindi text. I think your documents were written using Hindi fonts instead of using the language settings in the OS. Otherwise it should just show up in any iPad app and you can edit it in the document editor. The app does not need to support Hindi, iPad keyboard does it itself.
