All major and minor versions of third party content needs to be vetted
separately. Service releases of major or minor release that have been
vetted do not require any investigation.

There are some other changes that I've discussed in my blog
<https://waynebeaton.wordpress.com/2019/10/09/revising-the-eclipse-ip-policy-third-party-content/>.
As I said earlier, we're working on handbook updates. I'll send a note out
to the committer list when that's ready.
