Agreed. This is a little different - where an entire series is being farmed out. The good news is that the editor organization can be replaced, roughly on the timescales that editors are at comparable journals.
The realities of management make it much harder and slower to replace an ORGANIZATION -- a group of people with the skills and motivation necessaary -- than to replace a single person. The IETF is embarked on an ambitious experiment in replacing the organization.
Yes, this presumes a level of expertise - and, IMO, MUCH more importantly, a focus on COMMUNITY SERVICE.
