I agree (and already mentioned) that there is consensus on not documenting the IANA/IESG/RFC editor interaction on this issue. But there where several people that asked for at least a reference so that independent contributors are being made aware of the interaction. As said, I also do not know exactly where that text should go maybe Dave has a bright idea :-)
