over time, and I think is fairly orthogonal to the functionality
provided by a package, which appears to be the primary point of
interest.  Heck, as things stand right now, such an ON-only repository
wouldn't even include the current packaging tools, which seems wholly
undesirable for what you're suggesting.

I think this is a key point that has been missed. While it seems
logical to package things based on consolidation boundaries, I think
the long run that will be problematic at best since consolidations can
and do change over time.

Instead, it is likely that items will have to be packaged based on
what the item is and/or functionality it provides.
