/usr/gnu/bin is for tools that behave in a way incompatible with our
existing commitments to the behavior of commands in /usr/bin
If we package a GNU utility that has no current /usr/bin counterpart, it
goes into /usr/bin, not /usr/gnu/bin
So placing /usr/gnu/bin after /usr/bin in PATH is by design a noop.
