No, that's not the case.  Currently, Indiana is based on the work being
done primarily in Nevada.  There are some notable exceptions - for
example, the Slim Install installer, the Image Packaging System and
modernization changes to make the system more familar to users who
don't tradionally use or know OpenSolaris.

To that end then...

In general, they should continue contributing to the community group
and consoldiation that they normally would contribute to.  If the
proposed contribution makes sense only in the Indiana context and not
in SXCE, then it should be discussed in both the normal community group
*and* indiana-discuss.

The same as it has been with opensolaris.org although we're making
changes (particularly with respect to the new packaging system) to
allow what we hope will be greater constributions by application
developers rather than those focusing on the "core" systems.  For now
though, continue discussions in the existing community groups.
