This is bug #24 in bugzilla.  It's waiting for someone in the desktop 
group to pick it up, as I've gone as far as I could in trying to 
diagnose it.

What are the contents of your /etc/user_attr at this point?

It's not possible with GDM at present, it needs virtual terminal support 
to be integrated.

Log a bug on the problem with Users&Groups messing up privileges, as I 
don't think that's been filed.
