Perhaps the question is why there was a file /usr/bin/labeld on your
system at the start, because a vanilla os2008.05 install won't have it
- it isn't on any of my os2008.05 machines.

Or are you playing with IPS on SXCE? (In which case I wouldn't
expect it to know anything about the SVR4 packages.)
