Well... I _had_ plans but this failed horribly in PSARC/2006/550 where
this part was ripped-out with the comment "no consumers". For now it's
impossible to get the libraries moved to /lib until we find a consumer
(or better more than one) who...
1) ... needs this (e.g. a consumer)
2) ... doesn't run away after reading the discussion in PSARC/2006/550
and willing to surive an ARC case

Finding canidates for [1] is easy... [2] is the hard part. And right now
I don't have much hope that this will happen in the near future.
