Before I file a bug report, a couple of quick additional info:

1.  I have tested "three" versions of 2008.11:  RC2 (101b),  2008.11 (official 
release), and 2008.11+update.

2.  I do not have either of the aforementioned problems with (the pre-official 
release) RC2.

3.  With both 2008.11 and 2008.11+update, /usr/sbin is not in the PATH when 
invoking pfexec.

4.  With both 2008.11 and 2008.11+update, I couldn't configure wireless 
connection (couldn't enter WPA password, which was grayed out).

5. With 2008.11+update, I couldn't even get wired connection.

6.  I have seen the same problem both on bare metal and in VBox.
