In Tools->Options->Language Settings->Complex Text Layout, I had General Options->Numerals set to Hindi. In this mode, the numerals come out in Arabic, in System or Arabic(!) mode they come out in English. In my defense, this was not Complex Text as far as I knew, and the numerals came out in Arabic, not Hindi else I might have guessed. Arabic gives English, Hindi gives Arabic. Hmm. To get Hindi numerals you need to change input method. I'll shut up now. Sorry for wasting your time.
