Yes, it is pretty odd - I don't remember the numbers exactly but, e.g.:
It will be downloading a 127 MB file,  get to 80 MB, then reset to 50 MB.  It 
will repeat this loop of going from 50 to 80 MB a few more times before giving 
up.
