It makes no sense to me, Mark.  Even if an application is using the CPU
causing it to go into a higher P-State, if I tell the system to suspend,
it should suspend!  Why would it make sense for the system to sit there
forever when I tell it to suspend?  Do I have to sit there with powertop
everytime I want the system to suspend and time the "Suspend" button
just right the instant I see the CPU going into its lowest P-State?

I just read thru the CPU driver suspend code. If we are failing the suspend in the CPU driver, then I'd expect to see an error message in the system log. Anything there?
