Is there a transmission-daemon in the repository? It does exactly what
you want: a daemon, with a web client communicating via xmlrpc.

Failing that, if the version of transmission is recent enough, you can
start it and enable web interface (Edit -> Preferences -> Web) to
achieve similar effect. The downside of this approach is you still
need a GUI (or at least an X display running in the background, like
Xvnc) first to start transmission.
