I tried, and it did not work. 

I had had asked for FLOSS alternatives on the Ilug Delhi mailing list,
and was pointed to http://freedom-matters.in/, which however, is not
update, and is obsolete for the current Assessment Year.

If anybody is willing to do the monkey work (coding), I will do the
donkey's work (advising on "domain expertise"). 

While it is too late to do anything for current year, With some basic
work done on freedom matters site, I guess it is only a question of
modifying things. THis should be fairly simple, IMHO.

I would rather not comment on that. I am too tired fighting the
govt. on FOSS implementation.
