Indonesia again is being accused of duplicity in international politics at this critical time where their credibility is very much at stake. In the Tripartite talks Foreign Minister Alatas denied flatly the accusation of arming the militia. Portugal is urged by the pro-independece to do its job. Would it be difficult for Portugal to get the resolution passed in the Security Council on the deployment of the UN Peacekeeping forces to East Timor at a time where a civil war is imminent in a country under the United Nations deliberation? The United States and Canada could be expected for abstentions. The only country Indonesia could depend on in the present Security Council is Malaysia. Argentina, the Russian federation and Slovenia wouldn't be on Indonesian side. It wouldn't be a problem for Portugal to get the resolution passed if China wouldn't veto it. But it is a little bit doubtful after Indonesia soldiers raped Chinese girls and in some cases instigated riots and lootings against Chinese owned shops. While Foreign Minister Alatas was negotiating the wide ranging autonomy, "ballot- ing", graceful and swift exit, etc. under the auspices of Secretary General and his Personal Representative Jamsheed Marker, the Indonesian military command in Dil- li reportedly distributed thousands of guns to the integrationist militia. Is the general in Dilli to be blamed either for his recalcitrance or for his "unauthorized" preparation for the civil war?
