                        INDONESIA STRIKES FIRST TO KILL AMIEN RAIS MISSION

It is smart but it is not wise to kill Amien Rais mission to Washington to ask
the
US to pressure Indonesia on moralities in general and on election practises in
part-
icular by accusing the CIA to have its dirty hands in Ambon.

The motive is logical alright: federalism. But the expectation to make
federalism
easier to be had is rather foolish since each state in federalism has equal
right to
accept or reject anything for its own good. The people in question in each
state
has the absolute right to do the right thing without the federal approval all
the time
except for defense matter, etc.

The accusation by general Wiranto and the DPR member is too obvious while
Amien is still in Washington. If Amien suceeded to persuade the US to send
observers for the election, the Golkar who has the habit of winning through
rotten
means for the past 30 years would be very much affected since they wouldn't be
able anymore to do the shepherding the voters and the electorate to achieve
forty to fifty percent victory.

It is a cheap shot and we deplored it. I hope Amien will succeed and despite
the
accusation, the Clinton administration will send its official mission to
supervise or
at least to observe the election, after which they will be free to announce
its finding
to the world.

UNDP as an observer is OK but it wouldn't report the way the US observers do
given its standing as lesser than that of the United Nations Secretary General
staff which is being avoided "qoute que qoute" as it will be an admission of
guilt,
eventhough of its prececessor during the Suharto regime.

As far as I am concerned, I am defending the neither CIA nor the Clinton
adminis-
tration,  I have absolutely nothing to do with them, what I want is the fair
report
of the election by an independent observer given the abominable practises done
by the so-called "election Mafia" in Indonesia for the past 30 years.
