Money Politic for Autonomy

Information we received from East Timor said that the Indonesian government
has given billions of Rupiahs to Forum for Peace, Democracy and Justice
(Forum Demokrasi, Perdamaian dan Keadilan--FPDK) to finance a campaign for
wide-ranged autonomy proposed by Indonesia. The idea is that the money would
be distributed among the East Timorese people to convince them to vote for
Autonomy in the planned July Consultation.

Another confidential sources informed that Gen. Wiranto, Commander in Chief
of ABRI, has agreed to send 16 more battalions to East Timor by April this
year on the request Pro-Integration groups. Estimated 6 battalions of
Indonesian troops are now operating in East Timor. This situation is very
contradicting to the Foreign Ministers agreement in New York last week, that
as a condition for the realization of free and fair consultation, the
Indonesian Forces will be withdrawn and a UN Police Forces to be placed in
the territory.

Meanwhile, in Jakarta, a Kopassus officer has forced the East Timorese
Labors working in several factories in Pulogadung to stage a demonstration
to condemn Mr. Xanana Gusmao. The officer, Eusebio Belo, promised 1 million
rupiahs to each labor who decided to join the demonstration, and threatened
those who opposed his plan. The demonstration would be staged today, March
17, 1999, in front of the Special Prison, Jalam Percetakan Negara, where Mr.
Gusmao is serving the his sentence.

In this economic bankruptcy where Indonesian economy is run with the funds
from international funding agencies, this Money Politic is seemingly to led
Indonesia to a worsen economic problem. In the meantime, it is also a
serious threat to the process of consultation that is planned to be held on
July this year.
