E. Timor: UN Peacekeeping Force No Guarantee of Peace

Dili, July 8 (ANTARA)- The presence of a UN peace-keeping force
in East Timor is no guarantee that a climate conducive for the
holding of the direct ballot will be created, the leader of
prointegration militia group said here.

Joanico Cezaro, commander of Sector A of the Integration
Defenders Force, said there were many cases in which a UN
peacekeeping force assigned in a region of conflict failed to
carry out its mission and even complicated things.

Cezaro, who heads prointegration militia units in Manatuto,
Baucau, Viqueque and Lautem, claimed he had experience as a
member of UN peace-keeping troops in Cambodia and Bosnia.

He said the presence of a UN peacekeeping force in East Timor
would only cater to a sense of victory on the part of a certain
group and this was likely to provoke more bloodshed.

"The presence of a UN peacekeeping force would trigger more
conflicts because a certain party would then feel stronger. Even
now, the antiintegration camp is treating the UNAMET (United
Nations Mission in East Timor) as its own property," he said.

Besides, Joanico argued, the presence of a UN peacekeeping force
would further delay the direct ballot scheduled for August, thus
adding to the misery of the people at grassroots level.

Meanwhile, according to the Tripartite Agreement signed by
Indonesia and Portugal under the auspices of the United Nations
in New York on May 5 last, the Indonesian police shall be
responsible for the preservation of peace in East Timor during
the process of the direct ballot.

Cezaro noted that the Indonesian police had had ample experience
in UN missions abroad.

"I believe that the Indonesian police will remain neutral in the
exercise of their task. With good coordination, there will be no
friction between the two camps (prointegration and
antiintegration), he said.

As an example of poor coordination, he cited the trip of UNAMET
personnel to Liquica without coordination with the police as
having aroused the wrath of the people.

He claimed that the end result would have been quite different
had the UNAMET established prior coordination with the police.

According to Cezaro, the arrival in East Timor of reinforcement
for the police on the eve of the direct ballot would enhance a
sense of peace among the people.
