"The involvement of hundreds of non-East Timorese descendants in the registration process is not in line with the New York agreement signed by Indonesian and Portuguese governments, and the United Nations, on May 5th, required the involvement of all East Timorese people to determine their future. "We sent the protest letter to UNAMET because of our concern on East Timor's future status which has been manipulated by certain parties or people who have no direct connection with the result of a direct ballot," he said. According to him, during the registration process the team has found many who appear to be non-East Timorese because they did not have certificates of birth from East Timor. But such persons were accompanied by persons who supported their assertion to be born in East Timor, in an effort to get a legitimate birth certificate from the East Timor territory. Thus there has been some concern about the possibility of voter registration fraud. "During the registration days, they told officers they were born in East Timor when this area was named Timor-Portugal," he said. He stressed that Indonesia considers the involvement of persons who are non-East Timorese origin a valid matter to protest, because it aims to avoid the manipulation of the ballot by certain people who have no direct connection in this area. In addition, the observation team also conveyed the administrative note to UNAMET in Dili, informing that until now, three diplomats from Indonesia included on the observation team have not received an official accreditation yet. The protest letter was the second time, while the first letter on July 23 contained the campaign for East Timor Independence in Portugal which broke the agreement of the direct ballot process.
