Subject: UNIF Press Release + Violations on August 30 ballot in ET (Part 2
of 2)

PART 2 ...CONTINUATION from PART 1 - UNIF Press Release -

Following is a temporary (mid-day) report from the sources of
UNIF around East Timor regarding the irregularities occuring at
some polling stations.

BAUCAU

1. At the area of Baucau, UNIF has found that the two sections
   of the ballot paper (Acceot and Reject Autonomy) both bear
   the Red and White Flag;

2. At Sub-district of Baguia, Falintil carried 80 guns forced
   the voters to reject autonomy or to tick CNRT section;


VIQUEQUE

1. Pro-independence students station at the Polling Stations in
   Viqueque to force people to reject Autonomy;

2. UNAMET gives easy access to international journalists to
   access the Polling Stations, while according to the rules no
   journalist are allowed to enter the Polling Stations;


AINARO

1. Constantino Magno, Deputy Chairman of BRTT and Eufrasia da
   Silva Barros, Deputy Chairwomen of FPDK of Ainaro, reported
   that at the Polling Station 1, booth 2, Mrs. Alcina de Araujo
   and Mrs. Filomena Barros, UNAMET staff namely Wolter Oort has
   assisted the blind people to tick on CNRT. The two victims have
   testified that about 50 other voters has been treated the same
   way by Mr. Wolter Oort;

2. At the Polling Station of Dare, Ainaro:

a. the ballot boxes were not shown to the voters, all the
      electoral staffs recently recruited are all supporters of
      independence, some UNAMET local staffs, namely: Mario Magno,
      Gabriel da Cruz, Celestiona and Assuncao intimidated and
      forced 23 voters to vote for CNRT. This was informed by the
      23 victims, namely:

      1. Joao da Costa;                 13. Eduardo;
      2. Mafalda da Silva               14. Herminia Sousa;
      3. Jose Baptista;                 15. Marlina;
      4. Laurentina;                    16. Josefa, 60 years old;
      5. Chico Magno;                   17. Alfredo;
      6. Isabel da Conceicao;           18. Tome;
      7. Martinho;                      19. Jacob;
      8. Domingos;                      20. Antonio Sarmento;
      9. Carlota;                               21. Rosaltina Sarmento;
     10. Josefa;                                22. Fernando dos Santos;
     11. Pedro da Costa;                23. Sumarota Yonani.
     12. Angelina;

   b. The Polling Stations closed before the time and already
      transported at about 15.00, Timor time;

   c. The ballot boxes are not sealed;

   d. The polling booth is put openly;

   e. The local staffs forced voters to vote for CNRT;

   f. One UNAMET staff, Mr. Wolter Oort took the voter cards of
      Alcina.


3. At the Polling Station of Suro Craic:

   A pro-autonomy supporter called Alexio Ferreira and his family
   were intimidated and threatened by the Head of Village to vote
   for CNRT, otherwise he will be killed. This threat was made by
   Alarico Verdial Ferreira;

4. At the Polling Station of Mau Ulu, three UNAMET local staffs,
   namely: Antonio, Bosco and Nelson Valente confiscate the ballot
   papers of six voters and demanded them to leave the polling
   station;

5. At the Polling Station of Cassa, a UNAMET local staff marked the
   ballot papers before handing it over to the voters;

6. At the Polling Station of Cassa, Mr Umberto Casno (80 years),
   Mrs Sancha Bianco (65 years), Mrs Carolina Lopes (52 years)
   Mrs Rainaldo Miramda (77 years), Mrs Eldinha Araujo (75 years),
   Mr Joaquim Gomes (75 years) and Mr Silvina (77 years) reported
   to their leaders namely Nemicio de Carvalho and Mr. Fransisco de
   Carvalho, that at 09.00 a UNAMET staff whose name is Mr. Amandio
   de Jesus assisted them to cast their vote by punching option 2
   against their wills. Based on their report the two leaders got
   suspicious on Mr. Amandio de Jesus that he might have so to
   more than reported. For that reason they demanded that he might
   have done so to more people than reported. For that reason they
   demanded that the voting process be suspended and started from
   the beginning. After being delayed for almost 3 hours, with the
   interference of the discussion between UNAMET staff in Cassa
   polling station, Mr. Carvalho and the Indonesian Police Chief
   in East Timor Province, Colonel Timbul Silaen, the voting
   process was then continued with certain conditions namely:

a. Re-arranged for sitting position in polling room in order to
      give more space between UNAMET staff and polling booths;
   b. Replacement of Mr. Amandio de Jesus;
   c. Extention of the voting period until 18.30;
   d. Addition of one un-armed Indonesian Police Observer;
   e. Blind and very weak people can choose by themselves their
      helpers to cast vote with the condition that must be
      different helper for different people.

7. At the Polling Station of Manutasi, the UNAMET local staff
   marked the ballot papers before they are taken to the ballot
   boxes and they tried to intimidate he polulation who wanted
   to cast their votes;

8. In Desa Beikala Polling Station Ms. Fransisca Gomes, Ms. Marta
   Mauber, Ms. Maria Daung, Ms. Olga Soi reported that at 09.00 a
   UNAMET staff whose name is Ms Cayanne Hazel gave direction to
   chose option 2.

9. In Maubessi Polling Station Mr. Paulina Doutel Sarmento
   (58 years) and Mr. Joao Mendonsa (56 years) reported that at
   09.00 a UNAMET staff whose name is Ms. Aliansa when assisting
   them because of their ages had punched option 2 against their
   wills.

10. The Indonesian Police arrested a young boy carrying two pistols
    to the polling station;


LOS PALOS

1. At the Polling Station of Home, Lospalos, about 08.12 Timor
   time, Mrs. Rosa Pereira, reported that a lady from UNAMET staff
   forced her to tick on the CNRT section, Mr. Alberto da Costa
   (25 years) witnessed the event;

2. At the same Polling Station of Home, Ms Rosalina Amaral from
   Tamaro Village Home, was forced by UNAMET International
   personnel, a black women, to tick CNRT section. THis UNAMET
   personnel behaviour was also witnessed by Cornelio Ribeiro;

3. At the same Polling Station of Home, the UNAMET personnel
   handed out the balloting papers to the voters just before
   09.00 am and a such manipulations could have made up.
   This action violate the rule that the balloting poll is to be
   started at 09.00 am;

4. At the Polling Station of Soru, UNAMET officials force the
   voters to tick on the CNRT section;

5. At the Polling Station of Luro, UNAMET officials force the
   voters to tick on the CNRT section;

6. At the Polling Station of Luro, UNAMET officials ticked the
   section of CNRT on ballot papers on behalf of the eldery and
   illiterate voters;

7. At the Polling Station of KLUB Lospalos, UNAMET officials force
   the voters to tick on the CNRT section;

8. At the Polling Station of Iliomar, Lospalos, UNIF source has
   said that the ballot boxes has already been filled with the
   ballot papers and vote is just formality.


MANATUTO

1. Most of the Polling Station center at sub-district of Manatuto,
   the boxes are already filled with the ballot papers marked/
   ticked.

2. At the MAnatuto and Barique sub-district, the UNAMET local
   staff known as the member of CNRT or anti-autonomy guided the
   eldery and handicap voters.

3. It found the member of CNRT show a sign V (victory) around the
   polling station in order to influence the voters to tick CNRT
   section;


ERMERA

1. The witnesses from autonomy side was rejected at the polling
   stations but from CNRT were welcome;

3. The voters were guided by UNAMET local staff to reject the
   autonomy by ticking the CNRT section;

3. After the balloting, the boxes were remain opened or not sealed;

4. The UNIF of Ainaro complained these cases to the Local Head of
   UNAMET at Gleno but no body care therefore the pro-autonomy got
   furious and attacked the balloting center at SD 03 Gleno.


BOBONARO

1. Two Voter Registration Cards were found nearby the polling
   stations at Balibo, one with serial number: 176 1 482, date of
   registration 22/07/99, with the name Mooises da Cruz from Fatuc
   Laran, Balibo Kota, village Rai Ulun; and the other one with
   the serial number: 176 4 021, date of registration, 01/08/99,
   with the name of Guilhermino Fernandes from Builccun, Balibo.
   Both voters have their finger print on the Voter Registration
   Cards. FPDK has identified both voters and Guilhermino
   Fernandes testified that he has signed his Voter Registration
   Card and he never put his finger print as appear on the
   mysterious Voter Registration Card on his name.
   Therefore, the Voter Registration Card with his name and a
   finger print on it, is surely a duplication and falcification
   of Mr. Fernandes' identity and finger print. Mr. Fernandes is
   ready for further verification of the false finger print appear
   on the Voter Registration Card left behind by UNAMET Staff.

2. At the Balibo Polling Station, an old lady with the name of Ana
   Gama has been forced by UNAMET local staff in order to cast her
   vote on the CNRT flag.
