Minister of Foreign Affairs Jozias van Aarsten approved the delivery by Hollandse Signaalaparaten (HAS) on Tuesday. "We are taking all the necessary steps now to proceed with the delivery," company spokesman Folkert Meijer told Reuters. HAS, a unit of France's Thomson-CSF, had earlier this month delayed delivery of radar equipment for Indonesian navy patrol boats at the request of the Dutch government. The 40 million guilders ($18.21 million) delivery is part of an order valued at about 80 million guilders, half of which was shipped before the European Union imposed a four-month ban on delivery of military supplies to Indonesia in October. The ban expired on January 17, but can Aarsten dropped his opportunity only after visiting Indonesia last week and meeting President Abdurrahman Wahid and Economics Minister Kwik Kian Gie. He said he change his mind after concluding thet there were sufficient indications that Wahid's government would be able to pursue the "difficult process of transition and to realise the submission of the armed forces." He said the radar equipment would be used on patrol boats fighting pirates, adding that Indonesia's marines favoured reforms. The expiration of the UE ban made it legally impossible to further resist against the delivery, wan Aarsten added.
