FOREIGN PARTY BEHIND ATAMBUA INCIDENT, SAYS OBSERVER

Jakarta, Sept 7(ANTARA) - A noted military and political
observer, Dr Salim Said, suspects that clandestine operations of
a certain foreign party intent on discrediting Indonesia were
behind the incident that caused the death of three UNHCR
staffers in Atambua on Wednesday.

"I suspect that a certain foreign party wants to embarrass
President Abdurahman Wahid who is currently in New York to
discuss issues relating to matters in East Timor- East Nusa
Tenggara border regions," he said via phone here on Wednesday.

He said the handling of security in the country should be
further improved, thus giving a feeling of safety to the people,
so that the international community had no reason to interfere
in the internal affairs of Indonesia.

Commenting on US President Clinton`s statement in an interview
with CNN that the UN should participate in the handling of
security in countries where riots continue to occur, Salim said
he disagreed.

But he said, even in the handling of internal security of
Indonesia is still confronted with some obstacle, it does not
mean that international side has the right to intervene in it
without any request from Indonesia.

"We are a sovereign and independent country. Is it true that we
can not take such step in security ? Or all kind of riots have
been orchestrated by a certain party that does not want to see
an Indonesia capable of controlling its own border," he said.

In the incident, three UNHCR staffers from Croatia, Ethiopia and
Puerto Rico and two other civilian officials were killed, 60
other were severely injured, when a mob of East Timore
militiamen attacked the UNHCR representative office in Atambua,
Belu on Wednesday.
