You also might want to look at the system that was implemented at CERN,
called 'arc'. It is very similar to sysctl, but is implemented primarily
in perl and is a little more straightforward. I'll warn you that none of
these systems is spectacularly well-documented.
Sysctl has become somewhat of a dead horse as IBM is not releasing new
versions for public use, and is bundling the newer versions in their own
products.
All of these schemes will require some work on your part, particularly in
that you will need to obtain a version of Kerberos and build it.
If you're interested in arc, the software is available at
/afs/cern.ch/project/hepix/working-group/afs, and the docs are in an html
file in that directory. I'm sure it's accessible through their http
server as well
