Unfortunately, I'm completely unfamiliar with WinCVS. The trick here
is to have some sort of reminder to use "cvs edit". On Unix, having
the files read-only serves as a reminder when somebody tries to edit
one. I don't know what the equivalent sort of reminder would be in
Windows.
