Why not all of them? Or is this discussion about which is needed the most?

I'd like a well-designed basic framework that allows several language
bindings. I'd probably be most happy if the first three language bindings
were Python, Scheme, and Perl.

If it has to be only one language, I might be tempted to opt for Java. While
Java is by itself a bit too low-level, you might also consider the fact that
a Java run time engine is pervasively available, and that a lot of nice
client/server code is being developed for Java.
